I think for SHM connections there IS an error returned if you exceed the
number of users specified in NETTYPE. Though I don't think it is -25588.
Have you tuned your kernel parameters according to the release notes?

You might be confusing database connections with bums on seats. You
might have 20 users, but how many database connections do they make? To
check, look at onstat -g ses. onstat -u and onstat -g sql are other
useful ones.
