If you need an entity relationship diagrammer, ERWin is good. We use it for initial designs and for reverse engineering existing schemas. Not sure what our version # is, but it supports referential integrity, triggers, etc. It runs under Windows 3.x and Mac, though the Windows version is more up to date. It may run on other platforms.
