It means that the OS should not swap the SHM segments out if the machine get short of memory. But since SVR4 you very rarely swap I think it now prevents the page daemon using the pages allocated to the SHM. AFAIK depending on the OS, the SHM might still be paged out even when it is set as the 'forced residency' is only a request not to use this memory unless you really have to.
