NewEra 3.0 Win95/NT only?

If version 3.0 is going to be a win95/NT version only, will win 3.1 clients be able to run an application made from version 3.0? All my clients right now are running win 3.1. It will be over 2 years before everyone is switched over to win95, if win95 at that time is still the standard. I think Informix is making a big mistake by trying to make people move over to win95 before they are ready
