My understanding (not verified by experiment before replying) is that if the device name and offsets/sizes are used by a single OnLine instance, then it will not let you trample over already allocated space. However, if the device name changes (different symbolic links, for example), or if the device is being used by two different OnLine instances, there is no checking that can be done, because any one OnLine instance only knows about its own disks, not those belonging to other OnLine instances.
