To avoide scrolling down to empty rows you need code. There has been some bugs in 4GL that makes this difficult. The next field statement in an after row statement will put the cursor on the empty row. This is fixed in some late release I think. There are ways around this bug also, but they would be cludgy. I think there is a description in the FAQ of how to put the cursor on a spesific row in an input array statement. This could be used in your case.
