Yes, the queries will be acted upon concurrently if there are sufficient resources to do that. No, there is not explicit blocking of one connection from a client in favor of another. Finally, maybe the query will block anyway if there are not enough resources available. If there is only one CPU VP then obviously only one query can be serviced at a time, though the queries will timeshare the one CPU VP. If PDQPRIORITY > 1 and a sufficient percentage of CPU and memory are not available to process both queries concurrently one will hard block until the other completes or blocks for some other resource (or until some other query does to free the required resources) without any timesharing going on.
