Ours happened any time we tried to open a second table anywhere, in the development environment, or the app. Does the error happen in the DB painter when you try to open a second table(not necessarily the same table twice), as well? We had to have WF1(or UF1, I forget), I believe, with a different version of inetwsok.dll than the one installed by that installation.
