Well, I suppose I could be less specific, but it would be hard:-) I actually dropped Matt a one-line answer by email: Upgrade. I fixed that in 4.13/6.01. The i4gl/r4gl programs will show arbitrarily long lists of programs. If you ever manage to run into a limit by adding, say, 256 programs by hand in one session, then restarting the program will grow the array for the next run, so you wouldn't be able to reproduce the problem. My testing involved generating 1000 programs at a time, so I'm reasonably sure you won't have any problems. This change did not affect ISQL, so any limits in ISQL are still present. On the other hand, by the time you're running into the 95 program limit, I think it is time you reconsidered your use of the environment and upgraded to use 'make' instead. You can train make to handle forms and help files and libraries and multiple programs at one go, and you have better control over dependencies, and ... It is better than using the i4gl/r4gl development environments.
