That little subject is confussing, but as Paul pointed out, TLI vs. SOC are internal API implementations that are irrelevant to what happens on the network wire. (Berkely) Sockets are an earlier defacto standard for implementing networking using TCP, UDP and friends. TLI came into existence when a standards committee got together and decided to formalise everything.
