As posed, it will be difficult to achieve this. If the start_time was recorded
as INTERVAL HOUR TO SECOND, then this works:
SELECT EXTEND(Start_Date, YEAR TO SECOND) + Start_Time AS Start_Datetime
FROM TableA;
I've not spent many brain-cycles on how to convert a DATETIME HOUR TO SECOND
into an INTERVAL HOUR TO SECOND. For many purposes, they are very similar,
except the interval is not constrained to 00:00:00 .. 23:59:59 (it covers
-99:59:59 .. +99:59:59).
