The distinction between the two forums is somewhat blurred because they carry the same content. Part of the software that operates the mailing list acts as a "gateway" that links the mailing list and c.d.i. Each mail message sent to the list is also posted to c.d.i, and each news article posted to c.d.i is also sent out to the mailing list.
