IDS 11.5 License

We just received a quote for IDS 11.5 Enterprise Edition 2-user license
The environment that we will use will have at lease 30 user processes running
(output of onstat -u), is the 2-user license sufficient?
No. You should probably consider a PVU based license. How many and what
type of CPU cores do you have?
Another question: Why are you licensing Enterprise Edition? With only 30
processes that doesn't make sense. Are there Enterprise features you need
that Workgroup Edition doesn't support?
If your vendor won't quote this for you contact us.
