I have no hands on with workgroup server, but I've found that with Online, if the optimizer is making a bad decision, it's almost always (99%) because the stats are either non existant, or more likely not detailed enough for the optimizer to be able to tell what to do. I'd look into the "update statistics" SQL statement.
