In an update trigger, sure. For inserts use a DEFAULT constraint to
accomplish the same thing. The update trigger can be added by
specifying an "UPDATE OF <column list> clause listing all columns
EXCEPT the datetime field you wish to update in the trigger and a FOR
EACH ROW clause. If the user specifically updates the datetime column
you have no control, though.
