FWIW Jonathan, we have since proven your answer correct - we merely
opened several concurrent telnet sessions, and started a really nasty
query running in all of them. Idle % on an otherwise lightly used
machine immediately went to near 0%. When we do the same with one
session, it goes to 75% idle. That pretty well settled it for me.
