Disastor Recovery for IDS 9.4-sysmaster/utils?

Hi everyone. Please shoot the newbie question here. Have mercy please. here is my duh question----does the sysmaster and sysutils databases get created during the install of the Informix engine software? Or during the creation of user database? I know-real dummy question. Thanks, Will

When the instance is first built. There are 2 scripts sysmaster.sql and sysutils.sql in $INFORMIXDIR/etc that are used for this purpose.
