In this particular case, I believe I know which job this is for, and the intent here is not to hire illegal aliens or anything. The simple fact is that some people who do hiring for government (federal, state, county, city) are only permitted to pay fairly low amounts. Notice that the ad that got flamed was from a recruiter who asked for the world and not from the actual person doing the hiring who realizes they probably won't be able to get the earth and sky for that price. Two other things. If this is the job I think it is, the manager is not a dolt, but a very intelligent woman who is an excellent DBA in her own right. Also, often jobs like this are excellent opportunities to receive both formal and on the job training and other benefits.
