Are you sure nothing else is running against the Online server at the
same time? It not it sounds like a bug.

You could try running onmode -F to free unused shared memory. This
might not help but is worth trying. Do an onstat -g seg before and
after an see if the 'free column' increased anywhere or even if some
complete segments get freed!

I've got Online 7.12 and 4GL 6.02 (which can compile ESQL/C) at work,
I'll try the program above on Monday and let you know what I find.
