These tables have data entered whenever you execute commands such as
CREATE VIEW, GRANT, etc. It's how the system holds the information which
defines the view or whatever. They're created when the database is
created.
It looks like someone has DROPped the relevant tables. I suggest you
unload the data, drop and recreate the databases and reload. In the
circumstances I don't know if DBSCHEMA will run or not. If it does you
can use it to get the table definitions, otherwise you'll have to type it
in from documentation, use TABLE->INFO or whatever to pick up the
structure. It there were views or synonyms declared you've lost those
with the system catalogue tables. For those you'll have to depend on
documentation or memory.
When you've rebuilt it all, keep a close control on DBA privilege!
