I don't see the problem here. Unless... were you trying to use a variable with an OUTPUT TO statement in the report function itself? That won't fly. Instead, just use a variable name in the START REPORT statement, e.g. LET rptfile = "randomname.out" START REPORT reportname TO rptfile and omit the OUTPUT REPORT TO statement from the report function itself.
