Sorry to be so late on this (I was on "holiday" last week, and am just now
getting caught up)...
How 'bout:
10) f. re-visit and *fix* DRAUTO so it works correctly (does not allow dual
primaries)
11) e. "set optimization low" mode issued at database and/or server level
(i.e., issued by DBA / DBSA, instead of just in application), so that SP's
are *not* automatically re-optimized while that mode is "on"
