Art - I think you nailed it!
I will admit, I never understood that the NETTYPE setting would
translate into CPU distribution in that manner.
I've included the entire onconfig file (below) but the NETTYPE
parameters were:
NETTYPE soctcp,3,80,CPU # Configure poll thread(s) for nettype
NETTYPE ipcshm,1,15,NET # Configure poll thread(s) for nettype
Your suggestion indicated 8 shared memory (CPU) and 4 tcp (NET). We
run approx. 150-200 users, all TPC/IP connections. The only shared
memory connect (that I know of) are the occasional telnet session for
DBA stuff.
Would my best option look similar to:

Even ,8,30, which would force the connections to spread across all of the
NET VPs since any one could only handle 30 connections each. I'm not sure
that you need 8 listeners though unless those users are all very active so
you may be able to get away with ,4,60, for TCP. As for the one SHM
listener, if you really do have almost no local connections then that
will server just fine.
