You can compile on your machine and install the binaries on his. If the client have a different machine you might still compile with 4GL RDS and install only the "binaries" on your clients machine. In both these cases you need runtime of the engine (OnLine) and 4GL only. Of course if you antisipate a lot of special maintenance/enhancements for this client alone it might be nice to have a compiler installed on his machine as you say. Also if you want/need to compile 4GL to executables (via C compiler) and the client has a different machine he would need the 4GL compiler (and the C-compiler that often is a separate option in addition to the OS).
