Informix Client SDK 4.10.TC16 Windows 64 only installing as 32 bit

I downloaded Informix Client SDK 4.10.TC16 Windows 64 from the IBM downloads site. I am trying to run this driver with an application that runs on 64 bit. It is installing as a 32 bit, and I cannot figure out what I am doing wrong. I download the file then run the clientsdk installer application.
