Setting GLOBAL environment variables is best done in /etc/profile. Certainly for setting TBCONFIG and other environment variables I find it is the best place. I am not sure that these are accessed as part of the startup procedures. I would also point you to the OnLine Admin Guide page 1-54 (in my version). This shows what should be put into startup files to ensure that OnLine will automatically be started as part of startup procedures, and shutdown procedures.
