Your Problem was one of the four attempts of finding the error Informix
Tech had me try. My LANG is set to en_US, yet I unset it and still had the problem.

} I had a similar error when OnLine initialization was performed
} with LANG environment variable set in Unix. My platform was:
} OS UNIX ICL NX 7MPlus

} In my case, the `/tmp/buildsmi...' file was not removed and contained the
} information about LANG (or LC_COLLATE) not set properly. The solution was:
} (1) unset LANG (from Unix prompt)
} (2) oninit -i
} (3) set LANG=......
}
} To add more, sth strange is with this LANG, because when later I tried
} to bring the instance up by doing the following:
} (1) set LANG=......
} (2) oninit
} --- no problems reported in `online.log'
} (3) ontape <with any parameters>
} --- just hangs... (Unix process sleeping) and needed to be killed
} (4) dbaccess
} --- didn't want to select any database and reported
} problems with LANG (or LC_COLLATE) settings
}
} Again, `unset LANG' before oninit was the solution.
