Why codeset conversion peroformed when DB_LOCALE=C

When I connect the application to the Database server with the settings as DB_LOCALE=CLIENT_LOCALE=en_us.utf8 and do the record insertion, it showed theerror message "Invalid byte in codset conversion input". According to manuals, when DB_LOCALE=CLIENT_LOCALE on the client side, the code set conversion is not supposed to perform. Why ? I have checked the string which caused the error message. It consists a character whose value is 61608. I have read the manuals many times and I don't find any hints assistant to me to find out the reason.

Dear All, I have fixed the problem. It is my fault, nothing of Informix. I send the data string comprised of invalid UTF8 codes. Of course, Informix showed the error message.
