Tim if you are trying to get login information for use of Informix 7.x DB, then access the sysmaster DB! IF it is not there you have NO ONLINE or the Informix system has crashed. Of course I beleive this only applies to Informix 6/7 Online (I'm sure of 7 Online). Someone with a 6 Onlne,6SE or 7SE could verify this for you!
