Informix err -25573

Informix gurus:
I get the below error a lot in the online log on instance ifmx00034.
Nothing was changed on the box. Nothing changed in Informix. AIX systems
personnel, LAN personnel and network personnel cannot find anything wrong.
The error started happening at 16:30 yesterday and users started
complaining this morning of timeouts and app slowness.
15:09:05 listener-thread: err = -25573: oserr = 72: errstr = : Network
driver cannot accept a connection on the port.
System error = 72.
$INFORMIXDIR/etc/sqlhosts
ifmx00034 onsoctcp aaa.bbb.sears.com ifmx00034

ifmx00034 1531/tcp
netstat -na|grep 1531 shows connections to the port, but those
connections connect slowly to Informix. Web users time out. Users from
the inside experience slowness. Box CPU has 60% to 85% free. Memory is
free.
Can anyone offer suggestions of anything else to check or to do. Box has
not been rebooted for 181 days, but can't be rebooted at this time. I
have bounced the instance more than once. I have also downed the
instance, changed the port, brought the instance back up and it was still
slow opening dbaccess and selecting a database (about 6 seconds to get a
database listing and another 6 seconds to open the database). There is no
slowness on other instances.

I've seen something similar on SUN systems when we lost some form of networking (a gateway changed for instance) and user authentication slowed down enormously. I have no idea what this would mean in an AIX environment though or how to sleuth it. If you log into such a server manually using one of the problematic ids does it take a normal amount of time or does it also hang ? This sounds like a system/user authentication issue to me. I just got off the phone with Informix Support. The tech looked at many parameters and decided it is a low level listener problem that will need a reboot to clear up. If I could down all instances, then there was a possibility I could clear out /INFORMIXTMP and solve the problem, but I can't down all instances at this time. Yes, we did have some DNS issues. We think we have them
corrected now. We
made changes in the /etc/hosts to add an alias and to the /etc/resolv.conf
to change the order of lookup. Our netsvc.conf is the same as yours.

Having any DNS issues? Some of our instances run on AIX. If the
/etc/netsvc.conf is set to use DNS prior to the local hosts file and DNS
goes down or gets compromised you may have a problem with connectivity
times. Might want to find out if something happened with DNS @ 16:30.
We changed ours to use local hosts first...but this has good and bad
points...namely keeping the hosts file in sync with DNS.
Here is our current netsvc.conf entry.
hosts = local,bind
