No, it's not with regular contraint definitions. Both tables must be in the same database. Sometimes it's a database design error when you think you need this. Other times it may have been nice to have it. It may be that it's possible to set up triggers and stored procedures to do it, but that may be to slow depending on your setup and what you want to do.
