I use 'ontape -c ' to backup the logical log, if the 'ontape -c' process was
terminated abnormally, for example, the machine crash or it was killed by
others, do anybody know if I could restore those logical log sucessful?

Of course. Logs only get writen when they are full so tape activity is
sporadic, any termination is likely to be between writes. If you are
really unlucky and it terminates while writing then the log will not
get marked as 'Backed Up' and will backup when you next start 'ontape
-c'.
These logs are only required when you are restoring an instance so I
do wonder, why the question. Also, who as the access to the machine to
be able to kill processes not owned by themselves, it sounds like you
have a bigger issue than wondering if logs are recoverable (unless
someone has trashed your instance !!!)

Yes. Any completely archived logical logs will be usable. Just be careful
to swap out the tape for a new one or rename the log archive file and touch
an empty one before restarting ontape -c or it will overwrite the logs that
were backed up before the crash.
