Do you still have the "old" version of the s/w that was running before
you "recently upgraded"?
Confirm which version of onbar is being picked up ... i.e. are you using
the "pre-upgraded" s/w version?
What happens when you run onbar -b -w -L 0 (or even onbar -b -w) from
within the 9.40 environment?
