You've got to know what's going on before you can do better is all I'm saying. If you don't even know that sequential scans can sometimes be good, then I'd say it's Optimising 101 course that's needed first. Sounds like your boss has studied the science? Unless he always does a bad job?-) Does he beat you with a Dilbert Calendar? What does his hair look like?
