If by decompiler you mean something that gives you back the source
code, first find the procedure names from the database using:
SELECT procname FROM sysprocedures WHERE procname != "systdist";
then from the command line run for each procname:
dbschema -d your_db_name -f procname procname.sql
Your "decompiled" SPL's will be in the procname.sql for SP procname.
