Do I must buy "On-Bar" utility?

Hello everyone... I wanna use "On-Bar" utility. but I coudn't use On-Bar utility in Informix OnLine product. There is "On-Bar" command. but when I execute the command, "On-Bar" executed nothing. I wanna know how can I use On-Bar. Do I must buy "On-Bar" utility? Is there anyone with know that?
