It depends on whether you want the database to control the data in the blobs, on whether you want transactions (commit, rollback -- especially rollback) to apply to them, and on whether it matters that when you archive (or export) your OnLine system, not all the data is backed up. If the answer to any of these is "yes, it matters", then use blobs. Otherwise you can choose to use files, though I'd still use blobs. If they are all very small, you can probably use in table blobs rather than a special blobspace. You wouldn't be wanting a larger-than-standard blob page size if they are all small (meaning smaller than 1 page).
