Check your TBCONFIG/ONCONFIG environment variable. If it is not set explicitly then it points to tbconfig.std/onconfig which is a template file. Edit the .profile/.login file to set the variable to right tbconfig/onconfig. This is assuming that there is no problem with startup of OnLine itself.
