Nope, it is part of the specification of TCP/IP that it does not time
out straight away. What if an old packet from a previous connection
to a long time to arrive. It might be interpreted as part of the
current connection..
Sorry but it cannot be easily done. It would be nice but it would
mean updating internal kernel data structures and hence be specific to
the version of UNIX and the release of the OS. Also OS patches may
cause it to stop working...
