Formally, PDQ memory is not 'reserved' when PDQ is not running. It is accessible to other sessions .... This is theory. In fact, this memory can't be allocated to memory-hungry subsystems, such as buffer cache. If other sessions allocate a lot of memory from the same pool (V segment), then the server needs to allocate another V segment to host PDQ queries - or You should disconnect some sessions to free memory.
