If the AUS evaluator is run and says x number of tables need stats updated, then AUS runs and no-one touches the database, shouldn't the number that the evaluator says are needed decrease? If you look at this inside OAT it might be a little easier to see.
OAT breaks this number up into two parts
Small tables
If a table is under the size of AUS_SMALL_TABLES (default 100)
then all of these tables are consider expired. This is because
changes
to the size of these tables effect queries so much and to run update
stats on these tables is so fast
Large tables
Over the size of AUS_SMALL_TABLES only expire when one of the
other policies are met (AUS_CHANGE or AUS_AGE).
