You need to start with the OS utilities and work down to the application. Some guidlines: using native UNIX tools (I know SUN not HP-UX) iostat, vxstat, mpstat and top. With iostat you can determine the disks getting hit. If you are on smart storage like EMC you will need to use the storage software. As far as CPU , TOP can show you top processes using CPU. vmstat shows run queue size. For the I/O problem work your way back to the dbspaces from the disks to find the hot tables. My guess is that you do not have enough CPU or you have runaway queries. Also your table/disk configuation needs to be looked at closely. Maybe not enough spindles are being used. This all depends on the operational profile of you workload. Hope this helps.
