Free space and archive compression

I have recently had a couple of tables that grew very large. The tables were
unloaded with reasonable date range data and recreated. My understanding is
that archives contain all binary blocks that include the random portions of
past table entries even after the table is gone.
Question: Is there a way to (safely and) effectively "zero" out unused
instance space in order to improve (ontape) archive compression capability?

Archives ONLY include pages that are part of existing partition's extents.
Dropped extents are NOT included in the archive.

Perfect! Thank you very much for the correction in my understanding. That means less effort now ;) Thank you pjwelsh
IF you are in 11.50.FC4 or above you repack/shrink of Storage Optimization.
This is a feature purchased separately even in Ultimate Edition. But as far as
I know, it can be used repack/shrink just reorg table, contact you IBM
representative.
Another option is unload all remaining data, recreate the table with enough
space (first extent/next extent) and load data again.

Just to clarify an item. Compressing a table is an option which
you must pay for. The use of the repack/shrink options are NOT a
charged option in any version of the Informix server.
