It's not a bug; your platform is missing some math libraries required for fractional seconds. I've written datetime fractional code for (off the top of my head) HP, Unisys, SCO, et al. I had the same experience as you (sans calling tech support), on the Unisys box until the appropriate libraries were installed. I don't know immediately which libararies are required, although I seem to recall them being documented in release notes.
