In order to revert minor version upgrades, you might only stop the engine, and
restart on the oldest version.
Onmode -b is only needed for version number changes, when you migrate from
11.70 to 12.10, for example...

When you convert a database server, several modifications make the format of
the databases incompatible with the older version. The onmode -b command
modifies data so that the earlier version of the database server can access
it. In some cases the format of the databases is compatible between versions
and the onmode -b command is not needed.

That's not necessarily true.
Even beteen minor version onmode -b may be necessary.
The only way to know is to execute onmode -b on the newer version and see
the possible options.
