I have seen something similar a few years back on OnLine 4.1
If I remember correctly ( and please remeber that at my age I'm
going senile ) it had to do with a FOR UPDATE statement in which
the coder had given the name of a table.
We altered the code so that it also gave the name of the column
which was to be updated and it stopped locking the table in
favour of the row
