For the Services file configuration, do you just need one entry on serverB
that says what port serverA can communicate on or do both servers need an
entry in their services file.

I have always tended to have identical (from the Informrix Services)
entries in the services file on both/all machines involved in the Informix
environment. Greatly simplifies maintenance and troubleshooting, especially
if you do not have regular root access to the servers.

You don't need any services file entry anywhere ;-)
You'd need a services file entry for any port that you want to use 'by
name' rather than 'by number' - you can put numbers in sqlhosts file too.
The service file's whole purpose is to resolve such names, and it doesn't
matter whether the port you want to use this way is remote or local, it
only has to be defined on the host where it's going to be used.
If your serverA, on hostA, would listen on ports 1551, 1552 and 1553
(three tcp listeners) 'by name',
and serverB on hostB listening on 1661, 1662 and 1663,
and HDR to communicate via 1552 and 1662,
and you'd want to use port names instead of numbers
then your services files had to contain:
hostA:
serverA 1551/tcp
serverA_alias1 1552/tcp
serverA_alias2 1553/tcp
serverB_alias1 1662/tcp
hostB:
serverB 1661/tcp
serverB_alias1 1662/tcp
serverB_alias2 1663/tcp
serverA_alias1 1552/tcp
You could even use same ports on both machines:
in both hostA's and hostB's services file:

Or, if each listener listening on a different network interface (IP

The combination of host name (or IP address this resolves to) and port name
(actually port number) needs to be uniquely identifying a listener's
address.

I'm going to try and put them on both servers like you suggest, and then I
will try and digest Andreas' answer, and try it that way as well.
I have something wrong here. On the secondary, it is telling me unable to bind
the port to the host for the server.
I have both onsoctcp entries on server B. I will now put them on server A and
see if that works.
With the error, when it says it cannot bind the port to the host. Is it
talking about the secondary(the one where I'm getting the error) or is it
talking about over on the primary?
