I think it is something like...if the number of users * 5 > then 25% of your physical log on disk print out the error...then recommend a size where that statement isn't true. This is just a worst case kind of thing. We need to make sure that if your physical log was 75% full (we would request a checkpoint at this time) and if every user was in a critical section (prevent checkpoint and physical log stuff) if they used a certain maximum amount of space would the remaining 25% of the physical log be big enough to hold it? Physical log overflow is a bad thing. Anyway, the likelyhood of all your users in a critical section at once is pretty small...Hope this answers your questions.
