Case Sensitivity Prob Again

I have seen this questioned posted on this newsgroup quite a few times. I want to be able to select records from a database ignoring the case sensitivity. Am I right in assuming there is no UPPER command? I have been informed by a colleague that on most databases there is an environment variable that can be sent to turn off case sensitivity. Can anyone tell me if this exists on Informix. Many thanks
