Have a look at the manual for the utility onlog/tblog. For archive,
assuming you've used ontape, an ontape -r will present you with header
information, including the archive timestamp, before it prompts for
confirmation. Alternatively, you can use dd and 'strings' to have a
look at the tape header info.

No. Once the last of your logs in full, the engine will stop, and
accept no more update requests until a log is freed up
